The Primary Solution
The goal of primary health care is to optimize effectiveness and equity of existing health services in a way that acts in conjunction with other levels of care and health-related resources to make the most efficient use of resources. Terms such as ‘quality of care’ have varying meaning and are therefore too imprecise to be useful in attaining the goals of primary health care.
