Updated PHO Enrolment Requirements

Over the past year the Primary Service Agreement Amendment Programme (PSAAP) has been reviewing the PHO Enrolment referenced document to take effect from 1 May 2011.

Release of this information was delayed to ensure inclusion of the updated Eligibility Direction (2011) from the Minister of Health. PHOs and providers can now proceed with implementation.

The following four documents are available to view on the DHBNZ website:

  1. The recently updated Enrolments Requirements for Providers and Primary Health Organisations Providers V3.0 referenced document
  2. An Enrolment Toolkit to assist PHOs and providers with implementing the changes
  3. A summary document on Eligibility to assist front line staff
  4. A communiqué on the changes

Key changes in the referenced document include improved clarity on enrolment requirements, in particular eligibility for publicly-funded health services and entitlement to enrol, and advice on enrolment processes in a PHO configuration or merger.

A Quality Improvement Period is in place over the next year to allow time for PHOs and providers to develop internal systems and processes with respect to enrolment.

As part of the enrolment 'package' nationally-mandated enrolment consent clauses have been developed, as well as a national minimum dataset to be included in PHO enrolment forms. Instructions on the use of this information is included in the Enrolment Toolkit.
